Skail...line? The border, you mean? I don't know how it's done in other programs, but in GIMP, which is what I use, I highlight the outer edge of whatever I'm working on and then go to File > Stroke Selection. I usually pick a six-pixel border to work with, but you can change it to however thick or thin you want it to be.  _________________

Ah, okay. It's a filter called Video. You get to it by going to Filters > Distorts > Video. I usually use the 3x3 option, which is what I did on the Princess Peach set.

| pretty nice kinda simple but nice, ur scan lines (video lines or w/e u call them) are a bit too dark but yea, personally im a photoshop kinda guy works great and is easy to use |
